‘호프’는 지난해부터 황정민과 조인성이 탑승하기로 하면서 알음알음 영화계에 소식이 전해지기 시작했다. 당초 미국에서 이 영화 작업을 구상했던 나홍진 감독은 여러 이유로 ‘호프’ 프로젝트를 한국에서 하기로 결정했고, 그 뒤 국내 굴지의 메이저 투자배급사 들과 의견을 교환했다. 업계에서는 ‘호프’가 3부작으로 총 1000억원이 넘는 제작비가 투입될 것이란 말들도 떠돌았다. 실제 ‘호프’ 1편 제작비는 역대 한국영화 최고 제작비가 투입된 최동훈 감독의 ‘외계+인’ 1부보다 많을 전망이다. 　　나홍진 감독은 구체적인 제작비는 공개할 수 없다면서도 “3부작이 될 수도, 아니면 더 확장 될 수도 있을 것 같다”고 말했다. 그는 “원래는 모든 이야기를 한 편에 넣을 생각이었다”면서 “그런데 그렇게 모든 이야기를 한 편에 넣다 보니 장면만 나열되는 것 같더라”고 설명했다. 　　“그래서 이야기를 좀 더 세밀하게 가다듬고 전개 하다보니 3부작으로 구상되긴 했는데, 그렇다고 3부작으로 결정된 건 아니에요. 각 이야기마다 디테일하게 머리 속 구상을 정리하다보니 이야기가 더 확장되고 더 펼쳐질 수도 있을 것 같아요. 아직 1편 외에는 시나리오를 쓴 건 아니에요. 1편이 잘 되야죠.(웃음)”
